The focus of a Capital Facilities Plan (CFP) is to prepare
economic analyses that provide for phased improvement of the roads being
studied. The CFP will evaluate the ultimate build-out of these roadways to
assess necessary improvements and related costs. Generally, the development of
the Capital Facility Plan is a detailed engineering approach that is related to
planning and programming the improvements with sufficient detail to provide
reasonably accurate costs that can be considered for incorporation into the
City’s budgeting process.

as the plan is being drafted.
